EANN
Membership in EANN is open to civil society organisations who are working on statelessness in the Eastern Africa region. EANN is also open to individual members, which can include people with lived experience of statelessness, academics, or other individuals working on statelessness in Eastern Africa. To join, potential members must agree to sign on to the Eastern Africa Nationality Network’s Memorandum of Understanding4 and be willing to commit time and energy to EANN initiatives.

Coordination Structures
The Eastern Africa Nationality Network (EANN) has established several coordination and governance structures to ensure effective leadership, accountability, and decision-making. Each structure operates under clearly defined Terms of Reference, which outline responsibilities and specify the level at which different decisions are made.

Secretariat
The EANN Secretariat is a role held by an EANN member for a two-year term. The Secretariat is an elected position, voted on by the Executive Committee.
Key Responsibilities:

Ensuring the regular flow of information within the network

Managing the day-to-day operations of the network

Mobilising resources to support EANN activities, with support from other members

Providing staffing and administrative support for the network

Providing leadership and strategic direction to the network

Making key strategic decisions, informed by input and feedback from the general membership

Reviewing and approving membership applications

Promoting the credibility and visibility of the network

Meeting at least once every three months

Organising a minimum of one Annual General Membership Meeting

Supporting the Secretariat in the effective running of the network
Executive Committee
EANN is governed by a seven-member Executive Committee. Membership of the Committee reflects a balance of countries across the Eastern Africa region. While representing diverse national contexts, Committee members are responsible for advancing the interests of EANN as a whole.
Executive Committee members are elected by the general membership and serve two-year terms, with staggered rotations to ensure continuity (approximately half of the Committee rotates off each year). The Committee strives to make decisions by consensus; however, where consensus cannot be reached, decisions may be determined by a vote.
General Membership
The general membership is the foundation of EANN’s work. Members meet at least once per year, with full-group meetings typically held quarterly.
